Assembly & Voting
Civic actions, nominations, execution votes, and fugitive capture.
The city ASSEMBLY is called after a short period for private conversations during the day. ASSEMBLY has two phases.
Current CIVIL ACTIONS available to all players
Examples:

| EXECUTION | Handle any nominations for execution. Ends with an execution if one passes. |
