Influence & Unrest
District allegiance, unrest timers, and neighbor resistance.
Each district lives in one of 2 states and one of 2 allegiances.
The convergiance of ALLEGIANCE is one-way. UNDECLARED -> INFLUENCED only.
The period of UNREST has a minimum duration of 1 day (turn).
However, the exact number is determined by the 3 NEIGHBORS to that DISTRICT.
If the OCCUPANT of a DISTRICT is DEAD. They always evaluate as CONCORD.
INFLUENCE radiates from the SEAT_OF_POWER at the start of the game. The SEAT_OF_POWER is the only district that starts off in a state of PEACE / UNDECLARED and that DISTRICT is PEACE / INFLUENCED.
At the CALL_TO_ASSEMBLY SEAM_POINT, INFLUENCE is evaluated.
The ENGINE will go through from D1 -> D25 and check if any of the current DISTRICT has any INFLUENCED neighbors. INFLUENCE spreads regardless of CONNECTION_LOCK or CONNECTION_UNLOCK.
If any neighbors are INFLUENCED that DISTRICT gains UNREST with a DECAY timer set to the calculated number below. If the DISTRICT is already in UNREST the days remaining is reduced by 1. If it hits 0. It becomes INFLUENCED.
The ENGINE does this for all DISTRICTS and announces ONLY STATE changes (PEACE -> UNREST and UNREST -> PEACE).
