During the CIVIC ACTIONS portion of ASSEMLBY, declare your CIVIC ACTION and convert one CONCORD GUARD to a GUARD TOWER. This conversion is PERMAMENT. This counts as your CIVIC ACTION for the day.

When you gain MURDERED or EXECUTED you also gain a HERETIC tag. This will be announced at the next ANNOUNCEMENT phase.

If the person who died is CONCORD or has AURA:CONCORD then put a LOW MORALE PERSONATAG on the HIGH MAGISTRATE.

If the HIGH MAGISTRATE has 0 LOW MORALE PERSONA TAGS do not wake the HIGH MAGISTRATE. If he does then wake him and for each LOW MORALE tag the HIGH MAGISTRATE must pick a CONCORD GUARD to DESTROY. If no CONCORD GUARD exist they must destroy a GUARD TOWER. If no GUARD TOWER exists, the HIGH MAGISTRATE is MURDERED at DAWN. Destorying a GUARD TOWER or CONCORD GUARD removes 1 LOW MORALE tag from the HIGH MAGISTRATE.

Take the number of INFLUENCED districts and take that n mod CONCORD_GUARD_RECRUIT_VALUE if that equals 0 then place a new CONCORD GUARD at DISTRICT 13.
