If RUIN, if the OCCUPANT has BLACK_BLOOD then the DISTRICT you OCCUPY becomes POISONED if not already POISONED. If not, tag that PERSONA with BLACK_BLOOD and DESTROY any POISONED on your DISTRICT. If CONCORD or SCHISM, attempt to RESOLVE an ALTERATION that changes MORTALITY to DEAD. If it RESOLVES, DESTROY any POISONED on your DISTRICT. If it doesn't, ADD POISONED to your DISTRICT if it doesn't already EXIST.
