Any HOSTILE action that would get routed through your DISTRICT is DUPLICATED and SPREAD down the other two CONNECTIONS with targets set by the number of remaining STEPS on the original action with a PATH that consistently picks the route it is sent down. i.e. if an ability comes in with 2 steps remaining on the MID route. 2 actions are created that go down the LOW and HIGH path respectively for each JUMP for 2 more JUMP and resolves there. If one of these effects FIZZLE trigger the CONSEQUENCE
